In October, McClelland Consulting Engineers, LLC, an ESP Company (MCE), was honored with the 2026 ASCE Large Project of the Year award at the Arkansas Section's ASCE annual conference in Hot Springs, AR.

MCE served as the lead engineer, planner, and designer for the Texarkana Regional Airport Terminal Area Development. We provided surveying, geotechnical investigations, environmental documentation, civil design, and construction observation services. They also coordinated funding efforts and developed the phased implementation strategy for the entire airport redevelopment program.

WDD Architects designed the terminal building, prepared plans and specifications, assisted with FAA funding reviews, and provided construction observation services. Aviation Alliance provided electrical design for the aircraft apron and assisted with plan and specification reviews, while Nabholz Construction served as construction manager and Tatum Excavating Company, Inc. acted as the prime contractor for the apron construction.

The existing terminal was outdated, undersized, and unable to accommodate current or future passenger demand. Additionally, the airport location required vehicles to cross railroad tracks, creating operational and safety challenges that led to a new terminal and supporting infrastructure.  This project relocated the terminal to the south side of the airfield, which included a new 40,000-square-foot terminal, aircraft apron, parking lots, access roads, utilities, perimeter fencing, and related infrastructure. Construction was divided into phases to maintain day-to-day operations during construction.

MCE used 3D modeling to visualize the development, FAA FAARFIELD pavement design software for apron design, aircraft movement modeling, and lime stabilization techniques to improve subgrade performance. These tools enhance decision-making, constructability, and long-term pavement performance. The project incorporated LED lighting, high-performance insulation and windows, energy-efficient HVAC systems, solar panels, ADA-compliant accessibility features, and sustainable drainage elements. It resolved longstanding safety and accessibility issues while creating capacity for future growth.

MCE secured substantial grant funding, incorporated sustainable features, and delivered a facility designed for future expansion. This project demonstrates best practices in airport planning, and it provides a valuable model for future airport modernization projects facing similar operational, financial, and regulatory challenges.
