We are focused on providing exceptional client service while improving the communities where we serve, live, and work. Founded in 1963 by James E. McClelland, Sr., MCE has grown to become one of the largest civil engineering firms in the region with offices in Little Rock, Benton, Fayetteville, Fort Smith, and Rogers. MCE also provides geotechnical engineering, landscape architecture, construction observation, construction materials testing, and land surveying.

In 2026, MCE joined forces with ESP Associates, Inc. as a wholly-owned subsidiary. ESP is an ENR Top 500 team of companies with more than 900 team members in over 30 locations across the U.S. Together, MCE and ESP offer the expertise and client service you trust, backed by a deep bench of professionals with industry knowledge in engineering, planning, geospatial, environmental, and program and construction management services.
