McClelland Consulting Engineers, Inc. (MCE) Welcomes New Hires and Celebrates New Professional Engineers.


 

Fayetteville, Ark. – MCE is pleased to announce two (2) new professionals to their full-time staff and recognize a new Professional Engineer.


Michael Scott (PE) earned his Professional Engineering (PE) License in January 2025.

Mr. Scott joined MCE in 2015 and has over nine years of experience in the geotechnical and construction materials testing industry. He assists in managing a staff that performs geotechnical investigations and reports; and construction materials testing and special inspection services. Michael also performs environmental Phase I and Phase II assessments alongside a team of environmental professionals. Mr. Scott has performed the referenced services on a variety of projects including: athletic and academic facilities, businesses, parking garages, hospitals and medical facilities, oil and gas facilities, industrial facilities, streets, highways, interstates, bridges, retaining walls, drainage improvements, water/wastewater facilities, airports, parks, casinos, restaurants, hotels, religious facilities, trails, water parks/splash pads, and state parks.


Mark Maloy, PE has joined as a Project Manager for Transportation team.

Mark’s responsibilities as Project Manager will include partnering with our local governments and municipalities to develop connections so our transportation team can more easily develop projects, widen roads, and perfect our trail systems. Having dealt with areas who have experienced exponential growth, he is eager to contribute here. Mark earned his B.S. in Civil Engineering from Southern Illinois University in 2011 and obtained his PE license in 2016.


Paige Edmund has joined as a Marketing Coordinator for MCE’s Fayetteville office.

Paige earned degrees in Broadcast Journalism, Advertising, and Public Relations from the University of Arkansas in 2024. She is well versed with live reporting, branding, and social media marketing, having worked with the Walton Arts Center and Walmart AMP, University of Arkansas Recreation, George’s Majestic Lounge, and 88.9 KXUA. Paige is a Rogers, AR native and is excited to work in Fayetteville with the MCE team.

 


Fort Smith, Ark. – MCE is pleased to announce Grady Caton, EI has passed his Professional Engineering (PE) License exam in April 2025.


Caton has served as a Project Engineer for with MCE’s Structural Engineering department since January 2024. He earned his B.S. in Mechanical Engineering in 2017 and completed his M.S. Civil Engineering in 2023, both from the University of Arkansas. He is currently working on structural design for a new Washington County bridge—MCE’s largest structural project to date—which involves abutments, girders, decking, and detailed structural calculations.

 


Little Rock, Ark. – MCE is pleased to announce two (2) new Professional Engineers (PE)


Max Hicks, PE earned his Professional Engineering (PE) License May 2025.

Since joining MCE full-time in 2022, Max has been an integral part of the Water and Wastewater team, contributing to a wide range of critical infrastructure projects across the state.

Max has led the design of water distribution lines, lift stations, and gravity sewer systems, and has completed complex hydraulic models and water treatment plant capacity studies. His work has directly supported communities by securing Arkansas Natural Resources Commission (ANRC) funding, completing Act 605 Rate Studies, and preparing detailed water capacity reports to support future development. Max’s attention to detail and strong technical background continue to make him a valuable asset to the firm and to the communities we serve.


Max earned his bachelor’s degree in Civil Engineering from the University of Arkansas in 2021. He currently serves as the Credit Hour Chair for the Arkansas Water Young Professionals Network and holds several industry certifications. MCE congratulates Max on this well-deserved milestone in his career!

 


Taylor White, PE earned his Professional Engineering (PE) License in May 2025.

MCE is pleased to announce that Taylor White has earned his Professional Engineer (PE) license in the state of Arkansas. Since joining MCE in 2021, Taylor has served as a project designer focused on water and wastewater infrastructure, demonstrating strong technical capabilities and a consistent commitment to quality.


He has contributed to a broad range of public utility projects across the state, including elevated water tank renovations, water distribution systems, sewer system extensions, and utility relocations. His experience includes preparing construction documents, assisting with funding acquisition, and providing engineering support through all phases of design and construction.

Taylor holds a Bachelor of Science in Civil Engineering from Mississippi State University and continues to be a valued member of MCE’s Water and Wastewater team. We congratulate him on this important professional milestone and look forward to his continued contributions to the success of our clients and communities.
