




Malvern Municipal Airport Runway Extension

​The projects MCE has completed to date at the Malvern Municipal Airport, have all been leading up to this Runway Extension. Over the last 15 years, MCE has worked with the airport to address the FAA’s safety and planning concerns such as acquiring land to the south of the runway, completing a full-length parallel taxiway, improving the runway safety area, relocating electric transmission lines, and updating the airport’s Master Plan documents. This planning justified the runway extension to the Federal Aviation Administration.

MCE provided grant writing, environmental determination, noise analysis, survey services, geotechnical investigation and pavement design, drainage study, engineering design, and runway safety area evaluation for the airport to be able to bid and construct a runway extension and rehabilitation.

​During construction, MCE provided a full-time construction observer, construction materials testing, verification survey services, and drone aerial progress mapping. MCE worked with the FAA to secure additional funding to be able to add the rehabilitation of the runway to the extension project. This saved money on design services and allowed the runway to only be re-striped once to accommodate the new length of runway.
The project was completed in October 2023 and was within two percent of the original budget.

Texarkana Regional Airport

The Texarkana Regional Airport Authority has entrusted MCE to provide full engineering, planning, and design services for its new taxiway, terminal, and apron project.
MCE assisted the Authority with its five-year Capital Improvement Plan and grant preparation which has resulted in three 90% grants from the FAA. The first grant includes design of a new 7,385’ long taxiway which will run parallel to Runway 4/22. The taxiway will be constructed in two phases. The construction of the taxiway is scheduled to begin in 2019 or 2020, depending on funding.

The second grant includes design of a new (35,200 SF) terminal facility. The Authority intends to replace/improve the existing terminal by moving its location to the south side of the airfield. This will provide separation between general aviation and air carrier operations to better comply with security requirements. Construction of the new terminal facility is divided into four phases and is scheduled to be completed by 2023.
The third grant includes design of the first phase of the terminal ramp. The new apron will provide access from Taxiway Delta and commercial aircraft parking for the new terminal. The new terminal project will include environmental mitigation, perimeter fencing, parking lots and an access drive. The total cost for the improvements is estimated at $40.5 million. Funding is being provided by the FAA, Arkansas Department of Aeronautics, the Texas Department of Transportation, and the Authority.
